We are looking to recruit students for a 52 week student placement with the Metropolitan Police Service. The National Counter Terrorism Policing (CTP) Operational Development Unit (ODU) is a dedicated team of personnel responsible for the strategic management of Learning, Training and Exercising (LTE) within the Counter Terrorism Policing Network across the United Kingdom.
Background
Counter Terrorism Policing is a collaboration of UK police forces working with the UK intelligence community to help protect the public and our national security by preventing, deterring and investigating terrorist activity.
We do this by working in local to global partnerships, from policing teams on the beat and on the streets; supported by a national network of specialist officers and staff across the UK, to our investigators and expert advisors in every corner of the world.

Key responsibilities
The post holder will be responsible for supporting the development of and ultimately being part of CTP ODU’s capability to design, build and deliver national immersive and interactive digital LTE products and events across Counter Terrorism Policing, multi-agency partners and external organisations.
- The role will be required to liaise with CTP Senior Leadership Team (SLT) and National leads in the commissioning and identification of strategic objectives for new digital Organisational Learning, Training and Exercising (LTE) products and events
- The post holder will be required to consider the technical and environmental complexities of creating and delivering innovative and immersive digital LTE products and events, identifying constraints, limitations and advising on the art of the possible to strategic seniors.
- As a national role the post holder is afforded autonomy and accountability in respect of the effective design, creation and delivery of digital LTE products and events.
- The post holder will be responsible for the creation of innovative, immersive and interactive digital exercises that test operational plans, processes and e-learning training products, utilising a hybrid approach where appropriate. Using video editing and e-learning software the products will remain operationally accurate and relevant through on-going liaison with national Subject Matter Experts (SME).
- The post holder will be responsible for the development and co-ordination of innovative and interactive events that showcase digital LTE products such as major incident exercises, national CT training courses and national operational debriefs. These events will be on-line, in-person or both in a hybrid approach.
- The role will be required to conduct briefings and chair planning meetings with key stakeholders at a Strategic, Tactical and Operational level and providing a framework for the strategic objectives of the digital LTE product and event to be achieved. Progress briefings will also be required with CTP SLT and those commissioning the product or event.
- The post holder will be responsible for coordinating the involvement of other CTP functions or external partners (HMG, MoD and wider multi-agency partners) to perform certain tasks related to the strategic objectives.
- On a day to day basis the role will be responsible for liaising with internal and external stakeholders to resolve technical, environmental and logistical problems during the design and build of digital LTE products and events.
- The post holder will be responsible effective co-ordination and/or the facilitation of digital LTE events, ensuring briefings are provided and that real time technical, environmental, logistical and welfare issues are resolved for the event to achieve its strategic objectives.
- The post holder will be responsible for the matrix-management of resources from regionally based LTE teams for the regional delivery of digital LTE events.
- The post holders will be responsible for exploring new technologies, immersive and interactive delivery methods (Virtual, Augmented or simulated) along with potential collaboration opportunities for digital LTE products and events. Briefing and advising SLT on potential opportunities with associated costs and benefits on a regular basis.
- The post holder will be responsible for supporting the development and implementation of new technologies and immersive delivery methods (Virtual, Augmented or simulated) and will be a point of contact for CTPHQ IT and any 3rd party providers.
About you
Must be an undergraduate student in a sandwich year course returning to study in Autumn 2025.
Essential
Post holders will be required to display and evidence:
- Highly skilled and knowledgeable in video and audio editing software (Adobe Premiere Pro or similar)
- Experienced at using Adobe Creative Cloud applications especially, After Effects, Illustrator and Photoshop or similar products
- Demonstrate a creative approach to visual storyboarding with a proven track record of creating high quality and innovative content
- Demonstrate versatility in designing and delivering events and/or training in different technical and physical environments (online/in-person)
- Competence in Media storage/organisation and media compatibility
- Strong project management, planning and organisational skills to identify and consistently meet objectives
- Be proficient and knowledgeable in the use of Microsoft Office and Video conferencing applications
- Possess strong and effective inter-personal skills
Desirable
- Experience of working with Learning Management Systems/Organisational Learning Systems
- A technical understanding of camera and audio equipment
- Experience of working with Learning Management Systems or Organisational Learning Systems
- Previous experience of Virtual Reality, Augmented Reality and simulated environments
- A recognised training qualification (Level 3 Award in Education & Training) or equivalent training experience
- Willing to Facilitate Organisational Learning, Training and Exercising events
- Understanding of Counter Terrorism Policing and the CONTEST strategy
- Experience of working at a National and Regional level
- Experience of working with legislation and national bodies
Vetting
This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.
Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties.
For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
