At Ofcom we’re looking for top graduate talent to apply for our Spectrum Policy Graduate Programme.
You can’t see or feel radio spectrum but any device that communicates wirelessly needs spectrum. This includes many of the devices you use every day, such as smartphones, your Wi-Fi router, and television.
Ofcom makes wireless services possible by managing the UK radio spectrum – the ‘airwaves’ essential to all wireless communications services. We do this by authorising spectrum use – setting the rules for how users can access the spectrum. We identify future trends and make sure that emerging industries have access to the spectrum they need. And as radio waves cross borders, we represent the UK internationally to achieve outcomes that benefit people and businesses in the UK.
The role:
This two-year rotational programme places you at the heart of Ofcom's spectrum policy work, offering hands-on experience across diverse projects within the Spectrum Group. You'll gain insights into key UK industries, from telecoms to broadcasting, while contributing to policies that drive change. By joining the Spectrum Policy graduate pathway, you will not only build your expertise across multiple sectors, but also develop the tools and insights to make meaningful contributions to our ever-evolving industry.
Work alongside experts—engineers, economists, technologists, and lawyers—to develop innovative solutions that ensure wireless communications for all. This programme equips you with the tools and experience to make meaningful contributions in a rapidly evolving industry.

Here’s what you’ll gain during the programme:
- Good understanding of policy development in a technology-driven sector.
- Exposure to a wide range of stakeholders, leading to an understanding of a complex market with competing demand.
- High level technical expertise of wireless communication.
- Good understanding of Ofcom duties and powers with regards to spectrum management.
- Rounded knowledge of the wireless communication markets driving demand for spectrum.
- Awareness of our tools and policies driving optimal use of a scarce resource.
- Experience of decision making and implementation in a regulatory environment.

We welcome individuals on track to obtain at least a 2:2 from any degree discipline and from any UK university.
